Highway 1 Restoration Update

January 11, 2013 HWY 1 Chipseal Update Report
This has been a very busy week for the Rollers and their mission to get CalTrans to
correct an obvious error on HWY 1. On Wednesday Jan 9, a significant contingent of
committed cyclists used the public comment period of the San Luis Obispo Council of
Government’s (SLOCOG) monthly meeting to present our concerns (archive video -

09). In attendance and dressed in kit were cyclists from both the Slabtown Rollers and
the San Luis Obispo Bicycle Clubs (see photos below). Five Rollers addressed the
meeting about the road condition from differing perspectives including safety,
commercial, and tourism impacts. Two members of the press who were there have
since published articles describing the meeting

about.html). The first article has an image of a letter sent to CalTrans by Adventure
Cycling. While the public comment period is one where the SLOCOG members usually
just listen to the comments and not engage, there was active discussion amongst those
on the dais following our comments. We are currently discussing when to return to a
future meeting to present and discuss the issues in more detail during an assigned slot
on the SLOCOG agenda.
CalTrans to date admits that the road is “rougher” than before, but maintains that it
remains safe for bicyclists. They said initially that there were many errors in the
SLOCOG speeches by our group but when pressed to highlight what they meant
specifically by errors they referred to statements made by some of our speakers
claiming that the road was unsafe. In a separate email they also state that the job on
HWY 1 used a somewhat different asphalt/rubber mixture and aggregate, implying that
there were no published reference specs that were followed or could be traced. While
not so stating directly, it may be that the process used was “experimental”.
On Thursday Jan 10th, one of our riders called into a local talk radio show (Dave
Congalton, KVEC AM 920, San Luis Obispo, Internet Stream -
http://920kvec.com/listen-live/) while US Representative Lois Capps (she represents our
area in the House) was on and mentioned the HWY 1 issue. Representative Capps was
very supportive.
Today Jan 11th, Sharon Jordan-Evans (Roller rider) and Red Davis (SLOBC President)
will be on the Congalton Show between 4 and 5 specifically to address this issue. The

We will be updating again in a week or so. This remains a very live issue and we must
maintain the intensity. Please continue to forward the link to our petition to your friends
